To do so, create a new library on the disk in question (Steam > Settings > Downloads > Steam Library Folders). Manually copy your game from your first drive to the library created on the second drive. You may then "Delete Local Content"
Note that Steam Mover can be used to move any folder around (by changing the Source Path), but for Steam the maximum benefit is in moving individual games from the Common folder.
